What documents do you need to ship goods from Peninsular Malaysia to Sabah?

Shipping from Port Klang to Kota Kinabalu or Kuching feels like a domestic move — it's still Malaysia, no border crossed. Customs treats it differently, though, and that changes the documents you need.

Sabah and Sarawak are separate customs territories

Sabah, Sarawak and Labuan are separate customs territories from Peninsular Malaysia. A shipment moving between them goes through a customs declaration, the same as it would crossing a border, even though nothing about the trip looks international.

This catches out a lot of shippers moving goods to East Malaysia for the first time. They prepare the commercial paperwork but not the customs side, and the shipment sits at the port until it's sorted.

The rule applies both ways. A shipment from Sabah or Sarawak back to Peninsular Malaysia goes through the same customs declaration.

Core shipping documents

Every shipment needs the same base paperwork, wherever it's going.

• Commercial invoice. States the value, description, and quantity of the goods.
• Packing list. States how the cargo is packed: cartons, pallets, weights, and dimensions.

These two documents are what customs and the carrier both work from to process the shipment. Get them wrong — a value that doesn't match, a description that's too vague — and it slows the declaration down.

The customs declaration

On top of the invoice and packing list, a shipment from Peninsular Malaysia to Sabah or Sarawak needs a customs declaration lodged with Royal Malaysian Customs (JKDM). We prepare and lodge it as part of the shipment, so you don't need to know the form — you need a forwarder who files it daily.

Some goods need a permit on top of the standard documents, and which permit applies depends on the product and, for East Malaysia, the specific territory.

Dairy and other animal-origin products are one example. They need a veterinary permit, and the issuing authority differs by territory — the Department of Veterinary Services for Sabah, the State Veterinary Authority for Sarawak. The same product can carry a different permit requirement depending on which East Malaysia territory it's landing in.

This is why it's worth checking each product against its actual destination rather than assuming a permit from one shipment carries over to the next. Other categories carry their own requirements too — electronics generally need MCMC certification, for example — so the rule is the same for any regulated product: check it against the actual destination, not the route in general.
